Tseng Kung-Liang, an official of the Chinese goverment, penned a comprehensive account of gunpowder's application to weapons in 1045 (Song Dynasty, 960-1279)
It was called "Wu-ching Tsung-yao" (Complete Compendium of Military Classics), and it detailed the use of ballistic fire arrows.

The first writings on this in the west is found in the military writings of al-Hasan al-Rammah (1285), when Arabs began using gunpowder propelled fire arrows in combat.
